I think it's leaked during initial registration to BTS. I'm not sure with handover, though.
There were active correlation attack if you know the phone number associated with the IMSI, you send silent SMS or silent call and repeat several times. The phone is paged and you see the TMSI.

Hi,
what might help your debugging (even if it’s not exactly what you asked for) is SnoopSnitch application - get a supported android phone and it will show you both IMSI and TMSI in the app - once you know at least one pair imsi+tmsi you can try to find some correlation on the radio side.
