we've had some vouchers as a hackerspace but afaik all of them are already assigned to those interested. Even I've been one of them who got the voucher I failed on buying a ticket since there's been no available tickets to bought and now my token/voucher is expired.

Still there is a chance somebody on this mailing list will have a ticket for you.

As it happens, vouchers are free of charge but that's not the reason I am asking; today at 20:00 the first wave of presale open to the general public started, and I was there hitting F5 from 20:10 to 21:45 but I couldn't get a ticket. Now it appears to be sold out.

There will be two other presale openings in the next weeks [1], but if it goes as today it's hard to get a ticket. Plus, the website CCC is using is on github [2] and it appears people are using bots to get places -- I'd prefer to avoid spending time to do that.
