No, Tim. I'm sorry, but I gather that some member(s) must make the grant application, and then it goes to the grant committee for approval.  

Have I understood correctly?  If "yes", may I please know who has made such an application, so I can support it?  If "no", then can someone help me?  I'm rather quite busy until 2.4. though, so my time is merely to make and submit this application.  ATM, I'm at BRMlab in the main room.

The sentence
