Well, there are some process issues that need to be resolved before moving forward. (I am writing from memory, the GK statute needs to be consulted.)
(G1) The council needs to delegate three of its members to serve on the Grant commitee.
(G2) Thereafter the Chairman needs to call for a GK meeting.
(G3) On the meeting the matter can be discussed.
There are additional issues on part of the proposal. I have not yet seen the formal requirements for a valid proposal submission met.
As the proposal stands now, there is in fact nothing for the GK to consider. We are just discussing that it would be nice if some such proposal existed. :)
The _contents_ as written in the first mail is really nice (except for the parts of Mars colonization sample grant proposal that should have been deleted.)
(P1) But there is a wiki page for the proposal missing. (maybe, I have not checked recently)
(P2) The link to such page was not sent to granty@ in the specific prescribed format.
In order to proceed (G1) needs to be done. Before that the GK is incomplete and cannot function at all.
After (G1) we can help finalize the proposal to be well documented in the prescribed manner (it is mostly done, but not wholly done).
Thererafter (P1) and (P2) can be resolved.
Afterwards (G2) and (G3) could proceed.

P.S. It is mostly documenting the proces for accountability after several years when everybody has already forgotten the details remembering just "we were buing some wi-fi chainsaw back in the 19th century, it was when Timothy Calvin was the chairman"... :)
