[Tetrapol-kit] bit allocation in VOICE frame found

Hi,

good news for everyone, we have identified bit allocation for individual parameters in VOICE frame. There is still few thinks to find out (gain value conversion, size of subframes, LAR conversion), but the way to implement codec is now a bit more narrow.
